Harnessing the unique value of public–private collaboration
HIDB meetings frequently begin with an acknowledgement of the unique value in bringing together both private and public sector decision-makers. September’s meeting was no exception, with another excellent turnout at Hatfield House.
The session opened with an update on recent changes and developments, followed by a keynote from Chris Young KC on the Planning and Infrastructure Bill, currently progressing through the House of Lords. He highlighted the Bill’s potential implications for Hertfordshire, with key themes including strategic development frameworks, the role of development corporations, restrictions on the number of legal challenges, and measures designed to accelerate the planning process. Chris also underscored the pressing need for new housing, noting that just 11% of England’s land is currently built upon.
Cllr Steve Jarvis, recently elected Leader of Hertfordshire County Council, then addressed members. While reflecting on the Council’s recent achievements, he focused on the forthcoming local government reorganisation. Whether Hertfordshire transitions to two, three, or four unitary authorities, Cllr Jarvis emphasised the importance of prioritising outcomes for residents over internal structures.
A panel of senior representatives from four major Registered Providers – Thrive Homes, SNG, Paradigm, and Watford Community Housing – led a discussion on the delivery of affordable housing. They highlighted opportunities for collaboration, both with developers on larger sites and increasingly among Registered Providers themselves.
Resourcing challenges within public sector departments are well known, but a presentation from the Lead Local Flood Authority provided valuable insight into the pressures facing their team, as well as the opportunities they are actively pursuing.
As always, the opportunity for networking and informal discussion proved invaluable. Members also benefited from the presence of several statutory consultees, who engaged directly with attendees to address questions and share perspectives.
